The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) has announced the next step in its mission to protect our forests and natural resources: Phase VII of the Lacey Act declaration provisions. This phase will further reinforce the Lacey Act, which helps regulate the importation of plants and plant products to prevent illegal trafficking.

What’s New in Phase VII?

Phase VII introduces new declaration requirements for all remaining plant product Harmonized Tariff Schedule (HTS) codes that are not 100 percent composite materials. This includes a broad range of materials and products, such as furniture, cork, and some essential oils, which previously did not require a declaration. USDA has provided a draft list of the affected HTS codes, which can be reviewed here.
